      Four divisions in the sixteen-division force now have roundout brigades. In fiscal year the final two infantry divisions were activated: the 24th at Fort Stewart, Georgia, and the 5th at Fort Polk, Louisiana. There were a number of changes in the Planning, Programming, and Budgeting System during the fiscal year. The period of availability differs for each major DOD appropriation category. For Military Personnel and Operation and Maintenance funding the new obligation period is 1 year. For Research Development funding, new obligations can be made for 2 years. Procurement funding expires after 3 years, Military Construction dollars expire after 5 years.
